What Does a C-12 License Cover?

Digs, moves, and places earth materials for cuts, fills, excavations, grades, trenches, backfills, and tunnels (if incidental), including use of explosives. Includes mixing, fabricating, and placing paving and surfacing materials.

Does not include operations on sources of water (see Class A).

Hiring tip

Earthwork and grading projects may require environmental permits in addition to building permits, especially near waterways or on hillsides. Verify the contractor carries adequate insurance for equipment operations and ask about erosion control measures.

A California contractor license is generally required when a project costs $1,000 or more in combined labor and materials, requires a building permit, or uses additional workers. Small jobs cannot be split from a larger project to qualify for the exemption. Read the CSLB requirements.
