What Does a C-38 License Cover?

Constructs, fabricates, erects, installs, maintains, services, and repairs refrigerators, refrigerated rooms, insulated spaces, temperature insulation, air-conditioning units, ducts, blowers, and thermostatic controls for temperatures below 50 degrees Fahrenheit (10 degrees Celsius).

Temperatures above 50F fall under C-20 HVAC.

Refrigeration work involves handling regulated refrigerants. Verify the contractor holds an EPA Section 608 certification for refrigerant handling. Commercial refrigeration projects typically require mechanical permits and health department approval for food service applications.

A California contractor license is generally required when a project costs $1,000 or more in combined labor and materials, requires a building permit, or uses additional workers. Small jobs cannot be split from a larger project to qualify for the exemption. Read the CSLB requirements.
